So we (the colonial powers) fucked up pretty badly when we were drawing the maps and decolonizing. We left a lot of countries shafed by being landlocked. This makes them dependent on their neighbours to maintain good transport infrastructure to the coast. Without that, they are almost certainly doomed to underdevelopment.
My solution is as follows. Every landlocked country is to be divided amongst its coastal neighbours. The division will be based on the percentage of the population of all of the costal neighbours each country possesses. If country A is being broken up between countries B, C, and D, and of the total population of B+C+D B has 50% C has 30% and D has 20% the territory of country A would be given to them based on that formula.
While there are many problems and objections to this plan (blah blah sovereignty) I think the most curious question is who would object most; the countries being broken up, or the countries which are being forced to take a chunk of a country which likely has a much lower per capita GDP than their own.
