Thoughts on China

Reading Kennedy's Rise and Fall of the Great Powers has given me many new ways of thinking about the world. I came across a quote from Jonathan Pollack (1984) which I think still sums up a great deal about the outside world's perception of China:


…notwithstanding its self characterization as a threatened and aggrieved state, China has very shrewdly and even brazenly used its available political, economic, and military resources. Towards the superpowers, Peking’s overall strategy has at various times comprised confrontation and armed conflict, partial accommodation, informal alignment, and a detachment bordering on disengagement, sometimes interposed with strident, angry rhetoric. As a result, China becomes all things to all nations, with many left uncertain and even anxious about its long term intentions and directions.

All the assurances about China's peaceful intentions are nice, but as long as these issues remain, it seems unlikely that the rest of the world will race to embrace China in the way the Chinese government feels they should.
